Dynamic node election

HPB nodes are now dynamically elected and ranked every 200 blocks to decide which ones get to process transactions, write blocks and receive maximum block rewards.

Dynamic node election means that lapsed nodes with BOE accelerators can rejoin active service at any point without having to wait for bi-annual public elections of nodes.

The shift to Dynamic node election from a more formal type of public election cycle for nodes was announced in September 2021, along with the rational for the change.
